The researcher used a questionnaire guide to carry out a survey about the role of NGOs in urban development and specifically Plan International in Kawempe III Division. Sixty respondents who comprised of Plan International members, local leaders and households were purposelyselected.It was observed that under development has persisted in urban areas-due to lack of capacity to develop towns, law levels of education, poor transport means and lack of community mobilization, participation and willingness among the urban population to work. Of recent, the AIDS scourge has had serious impact in almost all parts of the country.
