The book reviews the existing theoretical literature on implementation and evaluates to what extent the theoretical frameworks -from `top-down , `bottom-up or `hybrid perspectives- are useful for explaining the implementation process within the Mexican rural sector in the 1980 s. This has been a unique exercise at attempting to apply the frameworks to a case study. By doing so, the book also analyses to what extent the alleged overpowerful Mexican presidency, was able to enforce the implementation of its reforming policies. The analysis sheds new light on understanding the complexity of policyimplementation and should be highly useful to scholars and students dealing with public policies, and also to those researching into Mexican politics.
