An illegal arms deal has taken place in the Toronto area, and someone is going to use the MATADOR to take down a commercial airliner. Things quickly go wrong, and the authorities arrest Sarah and Parkman on weapons charges. Their arrest came to the attention of Canadian military officials who arranged Sarah's release. They want to know how Sarah acquired the MATADOR, even though she had nothing to do with it. The Canadian military isn't the only one interested in MATADOR.
