After endorsement of the European Neighborhood Policy (ENP) the EU faces a new problem: how to ensure security in its vicinity without offering membership to its neighbors. The Union s Eastern partners seem more reluctant to undergo the painful process of policy reforms while proposed incentives seem unattractive. Has the EU learnt lessons from its past mistakes and offered neighbors something more engaging by launching the Eastern Partnership (EaP) in 2009? The study illustrates that, notwithstanding the relative improvement in the ENP s shortcomings, the EaP is not definite enough to find the appropriate balance between the EU s security needs, its operational capacities and the neighbors accession aspirations.
