Hebrews 11:16 "But now they desire a better, that is, a heavenly country. Therefore, God is not ashamed to be called their God, for He has prepared a city for them." In other words, even though the new heavens and the new earth have not yet been created, nevertheless God has already completed the city of the New Jerusalem and the New Jerusalem is currently being reserved in heaven, for the saints.
