This thesis proposes the E-8C Joint Surveillance Target Attack Radar System (Joint STARS) can provide significant communication links and actionable intelligence to joint counterinsurgency operations because of the synergistic affects caused by the platforms advanced radar system, robust communications package, and multi-service aircrew. The phasing out of the EC-130E Airborne Battlefield Command and Control Center aircraft on 30 September 2002 created a shortfall in some of the critical functions a manned communication aircraft fulfilled in past combat operations. The 116th Air Control Wing (Joint STARS) assumed these functions because of the Joint STARS aircraft's communication equipment capabilities and aircrew combat functions. However, there are conflicts between command, control, communication, (C3) and intelligence, surveillance, reconnaissance (ISR) missions' onboard one aircraft. The military can resolve these C3ISR conflicts with the proper command guidance, doctrine, planning, and joint training. In addition, Joint STARS can speed up the execution of air support during counterinsurgency warfare. The relevancy of Joint STARS is evident when analyzing future Unmanned Aircraft Systems and Space-Based Radar technological concepts with Joint STARS. Thus proving Joint STARS is currently the right C3ISR platform to assist military forces in counterinsurgency operations.
