The National Commission on Terrorist Attacks Upon the United States, known as the 9-11 Commission, is an independent, bipartisan commission created by congressional legislation and the signature of President George W. Bush in late 2002. The commission has produced a full and complete account of the circumstances surrounding the September 11, 2001 terrorist attacks, including preparation for and the immediate response to the attacks. It reports in detail on issues relating to intelligence agencies; law enforcement agencies; diplomacy; immigration, non-immigrant visas and border control; the flow of assets to terrorist organisations; commercial aviation; the role of congressional oversight and resource allocation; and other areas determined relevant by the Commission for its inquiry. It also provides recommendations designed to guard against future attacks.
