The methodological tools used in the research were a qualitative approach using the case study technique. The following instruments were used to collect data: semi-structured interviews with 31 subjects, document analysis and non-participant observation. Content analysis was used to process the data. The discussions covered various aspects of the subject: international and national education policies and teacher performance evaluation, as well as institutional evaluation as part of teacher performance evaluation. The data collected in this research revealed that the mechanisms used to draw up the proposal show an authoritarian relationship, which did not include the participation of teachers in its preparation. The evaluation system appearsto be a mechanism used by the state to create criteria for career progression.
