Efforts to build nationhood are the political process for searching of identity and historical roots. Demarcation of borders, creation of state bodies have been painful and long process, as usual with post imperialistic states. The Central Asian states tried to abolish soviet legacy. The competing external forces such as Russia, US and Europe have created conflicting cooperative arrangements and regimes in the region. The water is becoming a crucial element of the region s future. Author in this book have tried to present some practical aspects of the water management in Central Asia. The book is results of the author s research work during 2001-2012. Author would like deliver credits of the book to International Water Management Institute (IWMI) where he worked 2001-2007, to Center for Development Research (ZEF) of Bonn University where author worked during 2007-2009 and to German International Cooption (GIZ) where he works as regional advisor for Transboundary Water Management in Central Asia programme. Author would like to mention great role of the co-authors whose names are listed in the text of the book. Special thanks go to Ms. Venera Shayhullina, whose great help on editing of the book was tremendous.

Autor

Dr. Iskandar Abdullaev, holds PhD on water management. He has over 20 years of experience in irrigation & drainage management, water institutions, allocation and distribution in Afghanistan and all five Central Asian countries. He has written over 30 peer reviewed articles, policy papers and conference papers.
