Born in Savannah, New York, Bunner was graduated from Columbia College, at New York City, in 1798. He studied law. He was admitted to the bar and practiced in Newburgh, New York, from 1819 until 1822. He moved to Oswego, New York, in October 1822. He engaged in manufacturing and served as a director in the Oswego Cloth &. Carpet Manufacturing Co.. He also was an extensive landowner. He served as member of the first board of directors of the Oswego Canal Co.. Bunner was elected as a Jacksonian to the Twentieth Congress (March 4, 1827 March 3, 1829). He died in Oswego, New York, July 16, 1837. He was interred in Riverside Cemetery.
