He had been a candidate for the race to replace Bob Clement as a member of the United States House of Representatives for Tennessee's 5th congressional district, until he withdrew from the race in April 2002. He admitted to shoplifting a pack of football trading cards from a local Target store in 2001. After the incident, he also resigned as vice mayor. On September 11, 2007, Steine won an election fora Metro Council at-large seat, placing third with 43,290 votes.
