The central research question is: How did U.S. Army Special Forces contribute to the success of a joint noncombatant evacuation operation (NEO) in Sierra Leone? The first step examined the events of Operation NOBEL OBELISK and to a lesser degree Operation FIRM RESPONSE. The second step examined available doctrine to determine if it was sufficient to effectively prepare a detachment for noncombatant evacuations. The final step determined the primary lessons learned and recommendations necessary to prepare a Special Forces operational detachment alpha for future mission success. The analysis of Operation NOBEL OBELISK recommended that SFODAs play a vital role in the successful conduct of NEOs. This additional mission requirement should be addressed in the initial planning phases for any team deploying outside the United States.
