He has previously served as Second Minister for Finance and a Minister in the Prime Minister''s Office. Lim was a Rhodes Scholar and Colombo Plan scholar. He received his education at the University of Adelaide, the University of Oxford and the University of Cambridge. Prior to that he was a student and athlete at Raffles Institution. His brother, Benny Lim Siang Hoe, was with the ISD, and is now Permanent Secretary with the Ministry of Home Affairs.
