Terry Ryan is Vice President for Ohio Programs & Policy at the Thomas B. Fordham Institute. Michael B. Lafferty is a freelance science and education writer and serves as a writer for the Thomas B. Fordham Institute’s Ohio Education Gadfly newsletter.
