A new optimism for a long-lasting peace emerged when the Norwegian government was officially invited in 2000 by both the Government of Sri Lanka (GOSL) and the Liberation Tigers of Tamil Eelam (LTTE) to facilitate the peace process. This was followed by Japan being officially invited in 2002 by the GOSL, which the LTTE also looked forward to.
