The planning Act 2008 and criteria for government-backed project funding aim to change the way that developers and local authorities view the importance of good design. Thus, this study aims to consider the issue of aesthetics and appearance in cities afresh from two viewpoints. One viewpoint concerns the recording and evaluation methods used by the individual surveyor, the other is concerned with establishing a collective view of the city.
