Those responsible for making national space policy and writing military space doctrine are, however, still doing so based upon infrequent and expensive access to space. This assumption may soon be made obsolete by new political, economic, and technological realities. Planning for a world in which access to space is relatively frequent and inexpensive may provide both short and long term opportunities for the United States.
