To address and achieve this we turn to technology, navigational science, naval architecture and legislation. Legislation arises in the domestic order and international production, being its framework very broad: administrative, planning and police, civil and commercial, criminal and environmental, coexisting Public Law with Private Law, that is to say, State intervention and the autonomy of contracts.
