The presence of the LRA and Mbororo in Bas-Uélé province has had numerous consequences in the political, economic, environmental and socio-cultural spheres. These include the loss of confidence in power, the deterioration of living conditions for the population, the decline in economic activity, the destruction of basic infrastructure, school drop-out rates, community tensions and the rise of xenophobia. With these factors in mind, we set up the "Mixed security model for tracking down the LRA and controlling the Mbororo", with a view to curbing insecurity in Bas-Uélé Province. According to this model, since the insecurity in Bas-Uélé Province is a local, national and regional problem, it can only be contained at national level by broadening strategies to involve other states in the region and the local population; without, however, leaving the bulk of the task to the regional or international community, or to the local population, the Congolese state remains the main architect.
