The present dissertation on the constraints related to the local planning process and the efficient implementation of development actions in the commune of Parakou is in line with the end of our training in the Sociology-Anthropology Department. It highlights some of the major difficulties faced by the commune in its development process. This theme has for major stake to bring the localThis theme has as its major challenge to bring the local actors to become aware of the different evils that slow down the development of the commune. The general objective is to analyze the major difficulties related to the process of implementing local development actions, with the specific objectives of assessing the contribution of local actors in the local planning process and analyzing the constraints related to the mobilization of resources for the implementation of development actions. The method used to achieve these objectives is essentially qualitative and based on semi-structured individual interviews with specific questions carried out with the targeted actors.
