The cooperation between Liévin and Balengou was initiated in 1998 by the AFCAPE association. The direct link between the Liévin and Balengou town halls is not very perceptible, since there is no official agreement between the Liévin and Balengou town halls. Strengthening the partnership requires the mobilization of all actors, good communication between them, a clear definition of the areas of cooperation, the resources that can be mobilized and the identification of the constraints related to each territory.
