He was a Parliamentary Under-Secretary of State at the Department for Work and Pensions as well as Minister for the South East of England. Shaw was educated at Vinters Boys' School, West Kent College and Bromley College. A former member of Medway Borough Council, Shaw was first elected to the House of Commons during the 1997 national swing to Labour with a majority of 2,790. He was re-elected in 2001 with a majority of 4,340 and again in 2005 with a majority of 2,332.
