He worked as a solicitor and served as a Major and on the HQ Staff of the 21st Army Group during World War II. Foot was the Liberal candidate for the 1934 Basingstoke by-election and stood again in Basingstoke in the 1935 general election. In the 1945 and 1950 elections, he stood in Bodmin, each time without success. Foot was made a life peer on 29 November 1967 as Baron Foot, of Buckland Monachorum in the County of Devon.
