The research had as a general objective to analyze the expansion of instrumental freedoms of the deaf population living on the coast of Paraná, a possible socio-development, and as specific objectives: To understand the deafness in its clinical and social aspect; To investigate the public policies directed to the person with deafness in Brazil; To observe the human development from the expansion of freedoms; To understand the social insertion of deaf children in families of non-deaf people; To investigate the expansion of opportunities for deaf people in the spaces of education and work on the coast of Paraná.
