He graduated from the Department of Foreign Languages and Literature, National Chung Hsing University in Taichung, Taiwan, and was awarded an MA degree from the Graduate Institute of European Studies, Tamkang University, Taipei, Taiwan. Some years later, he got a Juris Doctor degree from William Howard Taft University, California, USA and had the precious privilege to participate in a Senior Executive Fellows Program in 2014 at Kennedy School of Government, Harvard University, Massachusetts, USA. He was awarded a Ph.D. degree from the University of Madras, Tamil Nadu, India in June, 2022.
