These are issues that can be tackled by making proper use of current and future capacities, improving efficiency and reinventing the organisation of cities, with a forward-looking vision of the future as a tool for civil society action strategies. With this in mind, it is believed that design is capable of collaborating in the development of forward-looking scenarios for cities. To this end, the study proposes a methodological process of listening through the development of a workshop model that enables the creation of prospective scenarios, so that these can corroborate the future of people's participation in urban planning actions.
