Today, global demographic change has led to a diversification of forms of poverty, inequality, and social tensions. Despite Togo's commitment to facilitating and guaranteeing access to social services for its population, the Ministry of Social Action is struggling to achieve this ideal. This study aims to provide information on the factors explaining the ineffectiveness of social services and to help reorient the ministry's strategies for designing and implementing its actions. It is based on the hypothesis that the persistence of poverty among vulnerable households can be explained by the ineffectiveness of the services provided. The results obtained using quantitative and qualitative methods show that the assistance provided has not enabled households of this size to meet their needs.
