Experts of various countries discuss the effects of globalization on labor markets. In theoretical and empirical terms, they analyze various issues of this subject, which has much relevance for economic policy. Globalization means moving towards an integrated world economy through more trade and intensified factor mobility. It implies that new regions like China and Eastern Europe are being integrated into the world economy. Therefore, globalization increases the adjustment pressure on national economies as goods prices and factor prices are converging across countries. While some will gain from globalization, there are also losers. In industrialized countries, it is unskilled labor that is most likely to lose. Is globalization at the root of unemployment in Europe and of widening income inequality in other industrialized countries? What are the implications for economic policy? Should nation states employ a defensive or an offensive strategy? Or is there no room left for national policy?
