In other words, it will pull together all the information obtained by environmental satellites, air and ground stations to provide a comprehensive picture of the "health" of Earth. Main users of GMES will be policy-makers. GMES should allow them to prepare national, European and international legislation on environmental matters and to monitor the implementation of this legislation.
