The theoretical framework was geared towards organizing the existing concepts in the literature on urban mobility, the history of the Greater ABC Paulista region was retrieved and a discussion was also held on the phases of public policy, who the actors are and how they act in this process. Among the issues discussed: conflicting interests, limited techniques and technologies, lack of understanding among the actors, system inefficiency, limited human resources, political cycles, limited financial resources, difficulties and lack of planning, communication difficulties and the difficulty and absence of traffic education actions.
