The book is intended primarily for disaster administrators at regional as well as at local level. Some of these disaster administrators will be based in NGOs that deals primarily with community resilience and vulnerability related to floods. It is in fact troubling to cover all the components related to flood disaster and inevitably there are cracks. It is important to acknowledge the fact that no permanent safety measure against flood disaster will be achieved instantaneously. Flood disaster resilience among the communities in flood prone areas is a long term objective to be attained through uninterrupted process of improvement whichwould need the commitments of all stakeholders.
