Under this condition, Developing countries start to realize the importance of developing their ICT industry to catch up with the developed countries. In many countries, ICT development is becoming one of the major factors for the growth and sustainability of the national economy.

Autor

Bory Seng is member of policy department of NiDA of Cambodia. In 2001, Bory graduated Bachelor degree in Accounting from National University of Management. In 2003, she graduated Master Degree in Business Administration. Following she got a scholarship to pursue PhD in International IT Policy Program in Korea. She received her PhD in August 2010.
