The implementation of language transition policy should enable learners to proficiently use English in communication. The study was aimed at establishing the relationship between English national examinations tested skills and English proficiency in Rwandan Public secondary schools. The descriptive survey design was employed Solvin's formula was used to select the sample of size of 393 respondents including students and English teachers from the population of 19, 837. Structured questionnaires and interview guide were used to collect the data. Collected data was coded, interpreted and analyzed with the help of SPSS version 21. Descriptive statistics (Mean, frequencies, percentages, St. Deviation). Thematic Approach and Karl Person Correlational Coefficient were employed to analyze the collected data. Graphs, tables and textual models were used to present the collected data.
