Cornwall Center for Metropolitan Studies, Rutgers University-Newark. Charles M. Payne is the Henry Rutgers Distinguished Professor of African American Studies and director of the Joseph C. Cornwall Center for Metropolitan Research at Rutgers University-Newark.
