In Africa, this digital revolution is exposed to the challenges of poor Internet connection, the poverty of the populations, the low level of targets for the proper use of digital tools such as social media, etc. In Guinea, public communication is more or less in a phase of change; it is difficult to be spotted, especially since it is practiced by non-professionals. And digital technology is a development tool in the 21st century that can boost the service provided to citizen-users through public communication, more precisely to the Guinean Ministry of Information and Communication (MIC). This contribution constitutes the heart of our work.
