Secondary data mainly from the National Petroleum Authority (NPA) is used for this study. The objective of the study was to assess the reason why the deregulation policy or program has failed to make the downstream sector more efficient in fixing prices, importation, supply and availability of petroleum products; also to critically examine the deregulation policy to find out if it was properly formulated and implemented and to evaluate the optimal number of industrial players such as Oil Marketing Companies, Oil Trading Companies and Bulk Distribution Companies that will enhance efficient performance in the downstream sector.
