Prior to the implementation, validity and continuity of the PDSD, despite the approval of an important sector of the Colombian population, serious doubts arose regarding its character, configuration, effectiveness and the results obtained in terms of human rights protection, generating a debate around extrajudicial executions, forced displacement, forced disappearance, torture, massacres, among others; All of which leads us to question whether the PDSD really corresponds to the ESD model established in the 1991 Political Constitution.
