Again despite the fact that there is long heritage for Local Govt. in Bangladesh until recently passed the Local Govt. (Union Parishad) Act, 2009 decentralization herein was hardly considered a pragmatic means to achieve good governance.

Advocate Rafea Khatun (born July 12, 1988), Lecturer at University of Information Technology and Science of Dhaka, Bangladesh, a young and successful personality in Law profession. Rafea has earned Masters of Law from the University of Dhaka on 2012 and stood First Class all through academic results. Rafea has an extensive knowledge in IHR.
