Such a revision, which can only be envisaged in the general interest, raises crucial issues for the preservation of the rule of law. Next, the study looks at Local Development Programs (LDPs) in 145 territories, designed to reduce inequalities and improve public services, focusing on the challenges of implementing them transparently. Finally, it assesses the impact of decentralization on maximizing provincial revenues, identifying opportunities for financial autonomy and limitations linked to corruption and administrative capacity. The book calls for inclusive and transparent reforms to strengthen governance.
