To what extent China is able to implement its national sustainable development strategy is an issue of perennial great concern in tackling climate change. Therefore, acknowledging China's achievements to date and having a better understanding of the domestic policy decisions which are made on climate change is crucial to understanding China's development in international climate change cooperation.
