Prior to the implementation of the Universal Child Allowance, in the Argentine context at the late of the millennium's first decade, the Keynesian economics manual seem to be brief, due not only to lack of real political commitment for a generational planning; but also, to the necessity of a true and universal representation of the deep poverty and inequality that intergenerational affects whole society. How can we reach a comprehensive and universal measure of intergenerational deprivation in human societies? How to reach a measure of the depth deprivations in capabilities and functionalities for the next generation of poor? These and other questions, beyond mere income measures, that would try to be answered in this anthropometric approach to themeasurement of poverty.
