Today's ERS is postured to handle limited movement of forces to multiple theatres concurrently. The maturation of USAFRICOM will place increased reliance on the ERS to move resources to Africa. The current ERS is not adequately postured to handle large, sustained, humanitarian or military operations in, through or out of USAFRICOM. Increased movement requirements to and through Africa will require an investment of people or infrastructure to ensure sustainability, effectiveness and efficient movement of resources. A review of the current ERS reveals the need for an additional en route location to effectively and efficiently deliver resources to Africa if large, sustained movement is required.
