George Kararach is an Economic Affairs Officer, Macroeconomic Policy Division, UN Economic Commission for Africa and Senior Consultant, Strategy and Operations Policy Department, The African Development Bank, Abidjan, Cote d'Ivoire. Hany Besada is a Regional Advisor, African Minerals Development Centre, UN Economic Commission for Africa and Senior Fellow, Centre on Governance at the University of Ottawa. He is also a Research Professor, Institute of African Studies, Carleton University, Canada and Non-Resident Senior Research Fellow, United Nations University Institute for Natural Resources in Africa, Ghana. Timothy M. Shaw is Adjunct Professor at Carleton and Ottawa Universities, Ottawa, Canada.
