As a result, precise and rational planning and management to utilize water resources is necessary for economic and social development, reducing poverty, and improving justice. Iran is located in the arid and semi-arid area of the world, with an average precipitation of 250 mm per year. The limited water resources resulting from this condition are considered a limiting factor for development in many parts of the country. As a result, monitoring all external driving forces of the water sector (urban growth, consumption pattern, technological changes, and policies of other sectors) as factors affecting the quantity and quality of this limited natural resource is a vital and essential measure. From this perspective, in this book, we will state the external and internal issues of the water sector that are involved in the planning of water resources in the Mashhad plain, the second large industrial area in Iran, and present practical strategies and policies.
