Historiker, Turkologe, Sinologe und griechischer Geopolitologe. Seit 1970 Professor für internationale Beziehungen an der Universität von Ottawa (Kanada). Seit 1999 ist er Mitglied der Royal Society of Canada. Er ist auch ein französischer und griechischer Dichter. Er wurde als "einer der drei wichtigsten Geopolitologen" der Welt bezeichnet.
