Indeed, for nearly 20 years, public higher education in Côte d'Ivoire has been suffering from a serious problem: that of a shortage of teachers. While the number of students has been increasing over the years, the number of teachers has been declining. This regression is due to the massive departure of retired teachers and a pronounced deficit in the recruitment of assistants. Each year several budget items are freed up by the Ministry of the Civil Service and Employment for the Ministry of Higher Education and Scientific Research, but recruitment does not follow for lack of applications. This question of the shortage of teachers in public higher education leads us to look for the underlying explanatory factors. In a first part, this research work will present the main theoretical and methodological approaches. The second part will present the main results of the critical analysis and suggestions.
