This paper's focus is to determine who should be in charge of airborne Intelligence, Surveillance, and Reconnaissance (ISR) in the Air Force, thereby resolving the conflict resulting from there being too many masters with too many disparate priorities. Specifically this paper addresses the question of who should be in charge of the people and platforms that perform the airborne ISR airborne mission, from the squadron level to the Joint Force Commander level. In order to answer this question, and to help establish that there is confusion, this paper discusses five airborne ISR platforms (RC-135, U-2, E-8, E-3, and UAVs), four Air Force Specialty (AFS) families (pilot, navigator, air battle manager, and intelligence officer), and numerous ISR units with a role to play. This paper also analyzes current Air Force and Joint doctrine to determine who should be in charge of airborne ISR.
