Nevertheless, Algeria after the cancellation of the 27 December 1991 general elections, entered into a gloomy decade that damaged not only its internal affairs but also its external diplomacy. This research is an effort to shed light on Algeria during the period of national self-preservation in 1990s and national self-extension under President Boutaflika since 1999. In addition this research also highlighted the reasons that were behind the shift of Algerian diplomacy from national self-preservation to national self-extension featured mainly by the election of President Bouteflika on April 1999, marking a big shift in Algeria diplomacy.
