Dr. Gilliard has is the original mammoth legislation to repeal Georgia's citizen arrest law. He also is the author of successful legislation entitled the " Blind Bill". He is a sought after national keynote speaker across the nation. He is noted as one of the hardest working legislators in the nation. His favorite scripture is Habakuk 2:2-3
