It is necessary to improve the access to #65533;ground truth#65533; information in the cyber domain, to overcome organizational barriers, implement a holistic strategy, and best tackle the diverse and complex challenges. The United States military must increase its awareness and influence in industrial control system cyber security to assure its military effectiveness. The United States needs to engage and express requirements to critical infrastructure entities to strengthen cyber security, assure mission success, and build resilient capabilities.
